pull request #817 - merge scimitar skill w/ saber

Pull request from Kufat:  combine a pair of single item skills into
one skill by changing scimitar to use saber skill and removing no
longer used scimitar skill.

I don't think skill values end up in save files but decided to
increment EDITLEVEL to be safe.

Closes #817
