keyhelp missed during Windows build steps

BUG REPORT:

    comments:
    1. I start a new character.
    2. The first command I type is '&'
    3. I type "?" and "<enter key>" at the prompt.
    4. Cannot open "keyhelp" data file!--More--
       ?    give a help message.
