ecd3593163 github pull request #1030 - VDECL
The pull request from argrath would have moved the definition of
VDECL from tradstdc.h to vmsconf.h because some out of date references
to it in sys/vms/*.c were the only place it still appeared to be used.
Instead of applying that, remove those old references.

NetHack 3.7.x requires C99 so just remove VDECL since it was present
in order to support pre-ANSI compilers.  (There is at least one
comment that still mentions it though.)

This also gets rid of another chunk of tradstdc.h that was allowing
either pre-ANSI or nearly-ANSI compilers to deal with nethack's old
code.  I left the USE_STDARG/USE_VARARGS/USE_OLDARGS stuff in place
even though anything supporting C99 shouldn't need that.  Some or
all of the [UN]WIDENED_PROTOTYPES stuff is still there too.

cf8a49cae6 use to "feature" in DEBUGFILES
The code to lookup a value in DEBUGFILES usually operates on a file
name, but there are few non-file uses.  The latter wouldn't work on
VMS because of the way it was manipulating the name:  first stripping
away path, suffix, and version, then adding hardcoded ".c" suffix on.

I thought we already had a routine to get the base part of a name
from a full path, but if so, I haven't been able to find it.  This
adds new nh_basename() to do that, with the option of either keeping
or discarding the suffix or type portion.

The VMS usage that prompted this hasn't actually been tested.

99a93fe50b some C99 changes
Instead of using index() macro defined to strchr, use C99 strchr.
Instead of using rindex() macro defined to strrchr, use C99 strrchr.

If you want to try building on a platform that doesn't offer those
two functions, these are available:
    define NOT_C99       /* to make some non-C99 code available */
    define NEED_INDEX    /* to define a macro for index()  */
    define NEED_RINDX    /* to define a macro for rindex() */

ebdfafb42d sys/vms/*.c - mostly reformatting
I'm not sure whether basic formatting cleanup belongs in 3.6.1, but
there are also a couple of strings that got split and require the
implicit concatenation of adjacent string literals introduced with
C89/C90.  The code itself compiles with pre-ANSI compilers, or at
least used to--most of it was developed with one....

Much of it is tabs in comments.  But there was one substantive item:
an obsolete reference to "use 'Q' to Quit" after however many years....

97d6fade74 Reformat all C files.
I'll push a formatting guide at some point. There may still be
outstanding changes, but please feel free to resolve those as you arrive
a them.

To the best of my knowledge, there is no changes to the actual code
content, but the formatter does have the occasional bug. If you run into
an issue, please fix it!

Fix the problem From a bug report.  His system has a logical name "DATA" pointing at some disk, and
when the dlb utility tried to open "data" for inclusion in the library
being built at install time, it attempted to access the wrong thing and
failed.  He then attempted to fix it in a manner which let dlb finish, by
modifying dlb_main.c to append "." to file names that lack a dot, but
then nethack couldn't access "dungeon" in the library because string
comparison didn't match the altered dlb directory entry of "dungeon.".

     NetHack was working around this unintended interaction with the
environment issue in fopen_datafile(), and dlb was doing so for fopen()
but not open().  This moves nethack's fixup out of src/files.c and into
sys/vms/vmsfiles.c, adds another routine there so that both open() and
fopen() are covered, and updates the vms Makefiles so that the various
utility programs all link with vmsfiles.  (The build script vmsbuild.com
puts object files into a library and gets that last bit for free.)
