nhmall 585e9f1b35 fix a 'program in disorder' in tt_oname ...

Changes to be committed:
	modified:   win/win32/winhack.c

sys_early_init was never called for win32 GUI. That was causing "rnd(0) -
program in disorder" in tt_oname.
